About David Medine
David Medine is a partner in the Washington, D.C. office of Hogan & Hartson
L.L.P. His practice focuses on privacy issues, including providing assistance to
domestic and international companies concerning data practices. Mr. Medine also
provides advice to clients on financial services, regulatory compliance,
electronic authentication, consumer protection and advertising, and e-commerce
jurisdiction.
During his decade of federal government service, Mr. Medine served as a senior White House advisor to the President and a Division director in the Federal Trade Commission’s Bureau of Consumer Protection. At the White House, Mr. Medine was a Senior Advisor in the National Economic Council, where he advised both the President and the Assistant to the President for Economic Policy, coordinated administration policies on issues such as privacy, financial markets and institutions, legal and tax reform, bankruptcy, and the Administration’s initiative to expand capital investment in businesses in under-served areas. In addition, he advised government agencies on implementation of electronic signature legislation and represented the White House in Congressional consideration of spam (unsolicited commercial e-mail) legislation.
At the Federal Trade Commission, Mr. Medine was the Associate Director for Financial Practices, where he led the Commission’s efforts to address online privacy. His efforts included chairing the FTC Advisory Committee on Online Access and Security; organizing and moderating public workshops on privacy; negotiating the Network Advertising Initiative self-regulatory principles with major online advertising firms; participating on the U.S. team in negotiating a privacy safe harbor with the European Union; representing the U.S. Government on privacy issues at the Organization for Economic Cooperation and Development (OECD).
Mr. Medine has testified before Congress on numerous legislative proposals relating to Internet privacy and credit issues and has spoken publicly to the national media about enforcement and policy matters. He participated in drafting the Gramm-Leach-Bliley financial privacy and the Children’s Online Privacy Protection Act (COPPA) regulations.
Mr. Medine graduated from the University of Chicago Law School in 1978 and is a 1975 graduate of Hampshire College in Amherst, Massachusetts. Mr. Medine is a member of the District of Columbia and Indiana Bars. He previously taught law at both the Indiana University (Bloomington) School of Law and George Washington University National Law Center.
