  • WITSA Chairman Keynote at Costa Rica Insight 2005 Chairman George C.   • “Internet Regulation - How far should we go?” Mr. Christopher Boam, Counsel for Internet and Global Ecommerce at MCI., Inc., delivered this speech on behalf of WITSA at the June 18, 2003 InfoCom Conference in Panama City, Panama. The Conference was hosted by the American Chamber of Commerce, Panama (AmCham), and was its first technology and telecommunications show dedicated to the Andean region, Central American and the Caribbean (held from June 18-20, 2003) [PDF].
